A former Osage Beach alderman urged city officials last week to go on record in support of a 660-foot lake level for the Ameren Missouri Project Boundary.
Charles Peterson of 5065 Hampton Ct. told the board during its regular meeting Thursday that he wants the city to represent him at the 660 level. Peterson said Ameren Missouri’s proposal for a 662 Project Boundary was “another way to make money” and was an “unlawful land grab.”
The conflict involving Ameren Missouri, FERC, lakefront property owners and others has resulted in the loss of potential sales of building lots and homes, Peterson said.
“There are a number of people impacted right in your area,” he told the board.
He also suggested that the city engineer run separate calculations on behalf of the city.
Peterson provided aldermen and other city officials with maps and other information, but Mayor Penny Lyon asked him to provide additional background on his concerns.
Later in the meeting, alderman Kevin Rucker said he had attended several Ameren Missouri presentations over the last few weeks. Many questions and concerns had been answered, he said, and he felt more comfortable after attending the meetings. He also praised Jeff Green, Ameren Missouri shoreline manager at the lake, for addressing many concerns.
“There is a lot of good education out there that can be gathered by area residents,” Rucker said.
TIF hearing
A required five-year public hearing was held regarding the Prewitt Highway 54 LLC Tax Increment Financing plan.
City Attorney Ed Rucker said state statues are unclear as to what the public hearing should entail, but said the general purpose is to determine if the development is making satisfactory progress under the proposed time schedule for completion.
There was no one present at the hearing to make comment. Rucker noted the notice of public hearing has been given as required.
According to Rucker, the Prewitt’s Point development is making satisfactory progress.
Total project cost is $101 million of which $17 million is anticipated TIF reimbursable project cost.
New sidewalks
Aldermen approved a $210,156.70 bid for continuation of a sidewalk project along Osage Beach Parkway.
Karrenbrock Construction, Inc., of New Mell, Mo., was low bidder on construction of a sidewalk from the Osage Beach Elementary School northeast along the parkway to Beach Drive. There will be a pedestrian crossing at the Wal-Mart traffic signal.
According to city engineer Nick Edelman, the project is an enhancement project and should be under construction soon.

Funding is available in the amount of $380,000 from the 2012 Highway 54 Sidewalk Improvement budget. Since the job is an 80/20 split with MoDOT, the city’s portion will be $42,031.34.
Nichols Road study
The board also authorized an application to MoDOT’s Traffic Engineering Assistance Program (TEAP) for a traffic study on a portion of Nichols Road from the Expressway to Osage Beach Parkway near Casey’s.
The roadway has seen an increase in traffic due to the Expressway and traffic flow has changed as well. Traffic in and out of the Lake Regional Health Systems complex normally uses the Expressway, putting increased traffic flow on Nichols Road.
TEAP will provide up to $8,000 for assistance, and the study is estimated at $18,500. If the TEAP request is approved, the 2010 budget will need to be amended.
Other
The board also:
•Approved the purchase of a ¾ ton 4-wheel drive pickup trick with a tool bed for the Water Department in the amount of $26,076 from Capitol City Machens Ford on the MoDOT bid. Budgeted amount was $28,350.
•Approved the purchase of a ¾ ton 4-wheel drive pickup for the Water Department in the amount of $23,905 from Capitol City Machens Ford on a state bid. Budgeted amount was $25,600.
•Approved two scoreboard advertisement contracts at the City Park. American Family Insurance and Mid Missouri Credit Union have renewed their contracts for a total of $1,425. In addition, the Credit Union prepaid for $15 in materials to have its address on the scoreboard changed due to the change in Osage Beach Parkway.
