Donnie Snelling

Q Why are you running for this position?

A I am not ready to retire.  I still enjoy the job, meeting and helping the people.  I still have a couple of projects going on which are not finished yet and I want those completed before I  leave.  We are currently going through some of our old microfilm from the 70’s snd 80’s which had emulsified (basically formed air bubbles and made it unreadable).  I looked at out sourcing this for saving time but the cost was going to be absolutely not possible (over a million dollars).  I purchased an advanced in house scanner and software, approximately $12,000 and devoted one employee full time to this project. It will take longer but at least we can afford it and will have a much better finished product.  The other project is getting all of our old indexes entered into the computer so they can be computer searched instead of having to run the records manually thus making it much easier and quicker.

Q What are the job responsibilities for the recorder’s office?

A As the name of the office implies, one of the main responsibilities is the “recording of deeds”.  We record and file many types of legal documents, Warranty Deeds, Quit Claim Deeds, Subdivision Plats, Surveys, Missouri Department of Revenue Liens and Releases, Internal Revenue Tax Liens and Releases, TEFRA Liens, UCC’s, some Powers of Attorney, etc.  We also record military papers.  Basically any legal document that is desired to be made of public record.  We also issue and record Marriage Licenses and provide “”Certified Copies” of same so the participants may change their names on social security documents, bank accounts, drivers licenses, etc.

Q What should voters know about you in order to make an informed decision?

A I am a lifelong Camden County resident.  I have been married to my wife, Sandy, for forty six years.  We have 2 children, Scott (his wife Amie) who is an inspector for Missouri Department of Transportation, and Lisa Simpson (husband Gary) who is employed by Camdenton Rlll School District.  We also have 3 beautiful granddaughters Abbie, Madie Snelling and Gracie Simpson.  These three little girls are my biggest supporters and have been my best campaigners.  For the past 43 years I have been involved in the real estate industry as either a land surveyor, real estate sales person or Recorder of Deeds.  I have been able to use my land surveying experience a great deal while in the Recorder’s Office to assist many, many members of the public with their questions.

Q In recent years there have been conflicts among various elected officials in the Camden County Courthouse. In your opinion, how can those conflicts be resolved so county government can move forward?

A I think one of the best way to avoid some of this problem would be to hold meetings with ALL of the elected officials on a regular basis and air out any concerns, grievances and problems.  Anything that affects the operation of ANY or All of the offices in the court house should be brought to light and discussed and input offered and considered.  There needs to be an open mindedness, willing to discuss  and not a dictatorial attitude.

Q If elected what will be the first item on your list of changes?

A I really do not see any major change.  I have spent the last 20 years dealing with many, many changes.  Since I have been here we have seen major upgrades to our equipment such as implementing of large format printers and scanners so subdivision plats and surveys may be provided on one piece of paper instead of having to tape many letter size copies together, ability to scan in plats and surveys to our several time upgraded computer system.  Our indexing and recording is of the latest technology and is the most widely used and trusted system in the State of Missouri. In the event of a disaster, the first thing the homeowner must have is proof of ownership.  Our system is able to offer this, even in the event of a major disaster such as the court house being destroyed by a tornado or fire as it actually was on January 1st, 1902.  If that would happen, as soon as an office space could be found and an internet connection established with our I.T. vendor we could be back up doing business in just a matter of hours instead of months.  I have also seen many changes in things such as:  standardization of documents, marriage license laws and many others.  I will deal with any changes that may arise or be needed. Thank you very much for the opportunity to respond.

Q Why are you running for this position?

A After being 20 years in office...  I feel it is time for a change,  to move on,  perhaps a fresh new approach.

Q What are the job responsibilities for the recorder’s office?

A To serve the public by properly and timely recording all the necessary and required documents safely guarding private information.

Q What should voters know about you in order to make an informed decision?

A I will fulfill duties of the Recorder as I did in the military, attaining the highest non commissioned rank and in my civil service position becoming a GS12. I achieved this in both positions by work and doing the job right ...

Q In recent years there have been conflicts among various elected officials in the Camden County Courthouse. In your opinion, how can those conflicts be resolved so county government can move forward?

A I have asked  Senator Brown, State Rep's  Franklin, Miller, Brown (without a reply) and I will continue to ask our Legislators to  write specific guidelines for each elected official in all 115 state counties.. As I understand  each Camden Elected office is totally independent from each other  they have little or no job description or required annual attendance. There is no central human resources,. each offices hires their own staff, has their own job descriptions performance evaluations. Perhaps it's time to establish a chain of Command   Three branches of the County ...with each branch, and within the branch, working together.  there is a saying ....divided we will fall.. will legislation help .. lets try and find out...

Q If elected what will be the first item on your list of changes?

A. A.R.S.  Attitude Relations Service... .I will Not change anything until I am familiar comfortable knowledgeable with the duties of the Recorder... I'd like to achieve a working knowledge with Assessor and Collector to better respond too and serve the public. Serve and Protect applies to All who work for the people.  The image of the county and the relationship with our residents is paramount. establish County Term Limits.. 4/5 Terms..
