Village officials received the formal petition for voluntary annexation early this week after reporting at the regular Village of Four Seasons meeting the week before that a petition was expected. Some of the Lodge of Four Seasons is already within the boundaries of the Village of Four Seasons, but the request by Lodge president Mark Brown involves additional property roughly west of the entrance road including Avila Condominiums. Also included are Season’s Bay lodging and several rental units along the waterfront.

The annexation request dovetails with a request by the Brown family that the Village of Four Seasons form a Missouri Clean Energy District that would allow the lodge ― and other businesses and residents within the boundaries of the Village ― to seek ty Assessed Clean Energy (PACE) financing for energy-saving upgrades and retrofits to their property. MCED or Missouri Clean Energy District was authorized by the state legislature in 2010.

The cost of the energy saving improvement is then repaid through an assessment on the owner’s annual property tax bill. Assessments are tied by a lien to the specific property. If the property is later sold, the assessment and lien stay with the property and become the obligation of the new owner, but the cost-saving benefits of the energy improvements also transfer to the new owner.

Village officials said the Lodge plans a major renovation, and being part of the MCED would allow the Lodge to seek funding.

Under the program, municipalities and counties may join the Special Tax District to help property owners finance energy retrofits by allowing an owner to place an additional tax assessment on his or her property. Property owners who invest in energy efficient (EE)measures and renewable (RE) systems repayassessments over aup to 20 years via additional annual payments on their property tax bills.

Public hearing

A public hearing will be held at 2 p.m. Dec. 3 to allow public comment on the application by Chase Resorts, dba the Village of Four Seasons, and Avila Development, LLC, for voluntary annexation.

A special board of trustees meeting will be held immediately after the hearing to consider approval of the application.

Annexation of the additional Lodge property would result in additional sales tax revenue for the Village of Four Seasons.
