  • The Village of Gravois Mills may soon have a new ordinance to address how certain utilities charge residents and businesses for use. The board of trustees is proposing an ordinance requiring all sewer and water services be metered to, they say, ensure fair rates.
    Currently, the Gravois Arm Sewer District (GASD) operates wastewater treatment in town. There is no public drinking water system at this time.
    Without meters from a water system, the GASD bases its rate structure on average levels prescribed by the Missouri Department of Natural Resources in conjunction with how much money is needed to pay back debt and operate.
    Gravois Mills chair Brad Vold said a draft of the ordinance should be ready by next month's meeting, June 12, at which time the trustees will likely vote to implement the ordinance.
    "The board was all in agreeance that this would solve some issues," Vold said.
    Trustees have taken issue in the past with sewer charges and variances in rates for its residents and businesses.
    If passed, GASD would likely be sent a letter regarding compliance with the ordinance and subsequent fines, Vold said.
    Voted into creation in 2002, GASD's first publicly financed project brought sewer to the village in March 2007. Since then, the board of directors, appointed by the Morgan County Commission, has extended service outside town and built a new regional wastewater treatment plant.
    The district is now nearly finished with its third phase of construction which will add more than 500 customers to its existing base of 175. Long-term, the GASD will serve more than 3,500 customers.
