  • Without the support of the Miller County Commission, the proposal for a causeway to Isla Del Sol is a dead issue as far as Ameren Missouri is
    concerned.
    The support of the commission for a Community Improvement District was crucial to Ameren's approval of an application for a permit for the causeway connection the shoreline to the island development at the end of Lake Road W-12 on the northshore. Without it, Ameren will not entertain an application for a
    permit.
    "We do not have a pending application and now that the CID has been turned down, at least in the short term, would not accept an application," according to Jeff Green, supervisor of Ameren's Shoreline Management Real Estate Department.
    According to Ameren officials, the  rejection last week of the CID by the county commission ends the possibility they would look at approving an application for the causeway.
    Known as Isla Del Sol, the condominium development is not accessible by land. It is served by a ferry service that runs to and from the shoreline at the end of Lake Road W-12 on the north shore of the lake in Miller County. Prior to being taken over by Rockwood Bank, of Eureka, the development was known as Atlantis Island. Prior to being bulldozed for development, it was called Hawaiian Island for years by locals.
    Past attempts to build a bridge between the shoreline and the island have failed. Miller County, along with resource agencies, such as the Missouri Department of Conservation and Ameren Missouri had raised objections.
    For the county, the concerns have been financial. Miller County officials have opposed a bridge, saying they couldn't afford to maintain it, and Ameren had taken the position that without a governmental agency to back up the bridge plan, the utility wouldn't approve permits.
    Earlier this year the bank proposed construction of the causeway  hoping to use the CID financing. The proposed causeway, constructed of rip rap,  would have linked the shoreline to the island, a distance of about 300-feet using   
    A CID is a financing mechanism that would give the bank the ability to form a district, impose a tax assessed against the residents with the boundaries of the district and use the funds to pay for construction and maintenance of the causeway.
    Ameren rejected the original proposal, saying until resource agencies and the county signed off on it, they would not approve it. At that time, the utility company gave the bank/developer a list of requirements that had to be meet. Although the bank/developer did manage to get the approval of the Missouri Department of Conservation, they were not able to get the county commission on board.
    The proposed causeway drew strong opposition from residents on W-12.
